Speculation is building over the contents of Lord Darzi's next stage review of the NHS, which is due to be released on Monday.
Junior health minister Lord Darzi, who is also a leading surgeon, has been commissioned by the government to draw up a plan for the future shape of the NHS.
The Guardian reports that Lord Darzi will recommend an expansion of nurse-led primary care partnerships.
These partnerships will have the statutory right to request to be allowed to operate as a not-for-profit organisation.
Gordon Brown has also backed not-for-profit organisations to spearhead a new wave of public service reforms in a Cabinet Office report.
Meanwhile the BBC reports that NICE is due to get more money to expand its work ensuring the NHS gets value for money from drugs.
Sir Michael Rawlins, NICE's chairman, wants the extra money to fund new guidance about the treatment of sick children and less common cancers, he says in an interview.
