11.57am - The Francis Report states, “The Nursing and Midwifery Council could consider a concept of employment liaison officers, similar to that of the General Medical Council, to provide support to directors of nursing. If this is impractical, a support network of senior nurse leaders will have to be engaged in filling this gap.”
12.01pm - Directors of NHS providers should be subject to a new fit and proper person test, Robert Francis QC has recommended. However, he has not called for regulation of all NHS managers.
12.15pm - Robert Francis QC has described the Royal College of Nursing as “ineffective” both as a professional organisation and as a trade union, and it should consider separating its two roles.

David Cameron currently speaking about mid staffs.
He says (paraphrased) Everyone assumed someone else was dealing with the problem. Too many doctors kept their heads down instead of speaking out when something went wrong.
3 fundamental problems with the culture
*patients and staff concerns not listened to
*no one was accountable
*no action taken on data. Focus on positives rather than negatives.
resulting in
Systemic failure.

Credit where credits due to David Cameron and tories for commissioning this enquiry.
You can't argue with that, can you? I don't despite my serious concerns about the NHS reforms this doesn't blinker me for congratulating David Cameron on taking this forward.

so all the managers involved in mid staffs are walking away scott free it seems. David Cameron says it's 'depressing' that this has happened but for the future things will change so they aren't allowed to walk away from the problem without being accountable.
No criminal charges then?

you couldn't fault Cameron's delivery and his thorough grasp of the situation this time or Milliband's response, and then Cameron's handling of all the questions as well as the calibre and pertinence of the questions. Why can't they always work together in such a collaborative way like this, at least on health matters and the NHS? Let's keep up the good work so that improvements are rapid and visible and mid staffs never happens again, not even to one single patient in the care of the NHS.
