RCN accepts Agenda for Change proposals

The Royal College of Nursing council decided this afternoon to accept plans put forward by NHS Employers to reduce terms and conditions for NHS staff across the country.

Under the proposals, the national Agenda for Change pay framework will be altered to end automatic incremental pay rises, scrap enhanced out of hours sick pay, and bring an end to band 5 nurses receiving two increment rises during their first year after qualification.

Senior staff on higher pay bands could also be removed from Agenda for Change entirely and paid an individual spot salary.

RCN council chair Professor Kath McCourt said the decision to support the plans reflected the views of RCN members.

She said: “Today, the RCN Council has decided to support the proposed adjustments to Agenda for Change.

“This is the result of feedback we have received from our members who have been having their say in branch meetings up and down the country as part of the RCN’s formal consultation. Council is determined to represent the views of RCN members and this is why we have taken today’s decision.”

She added: “While it is our position to support these changes, no action will be taken until the NHS staff side council meeting takes place next month. This is where a final decision will be made. We will now work with our colleagues in our sister unions on the next steps in this process.”

The union Unite has already rejected the proposals and said it will fight any attempt to reduce terms and conditions of staff.

Meanwhile, Unison is consulting its membership until the end of the month, after which it will make a decision.

    So this was as a result of RCN members having their say was it? Did RCN members even know what was going on, were any posters on here who are RCN members asked their opinion?

    I'm with Unite, so now it's down to them it seems, but we have little chance as most nurses are with RCN i understand.

    This is our last chance now. They have tested us and found us wanting and will plough on now decreasing our pay/terms/conditions even further over the coming years.

    Re: NHS Pay Change Proposals. It isn’t just about sick pay. The impact on nurses working lives will be extremely damaging, and the impact on pay and conditions and pensions, will be irreversible. Senior Managers will still take home their bonuses if they meet their targets. (whilst the rest of us will take home much less.) This will include the staff wage bill. The limited success of the current KSF Framework means that some trusts are not delivering appraisals for their staff. In appraisal-based increment system, no need to increase pay if you simply don’t carry out an appraisal. Or you can just be subjective and unfair in your appraisals, blocking good staff from increments. So whilst the managers continue to grow fat for very little effort, their staff will find themselves out of pocket. There are also plans to ditch KSF in favour of each employer’s own assessment criteria. Goal post moving will be rife as each employer looks for new ways to keep the staff wage bill low. There is no undertaking from the NHS employers that there won’t be further dilution of terms and conditions. Pay cartels, like the one in the South West, will spring up and keep pay scales low and limit conditions. Basically, nurses will be moved from Agenda for Change and onto whatever pay scale the employer wishes to pay its staff. Regardless of whatever else happens, you can bet your bottom dollar that it will be very much less than you are currently being paid.

    Enjoy your petty victory. Hope the gunshot wound to your foot heals soon. Don't want you going off sick and claiming any remuneration now, do we?

    Agree entirely. Nurses are easy targets and collectively have a large wage bill. The union is as powerful as it's members, but the RCN is guilty of trying to be more of a professional organisation rather than a union.

    A sad day. I think Winterborne View has proved that if you pay peanuts...

  • Its bad enough that RCN members are being shafted by the government like the rest of us but now THEIR OWN UNION is also taking a turn AND telling them they were asking for it.

    Anyone daft enough to stay with the RCN after this deserves all they get in my view!

  • Again the RCN has let down its members.It consistently fails to achieve any substantial improvement in pay or terms of conditions for its membership. It always bows to political pressure.

  • Disgraceful! What on earth are we paying our monthly subscriptions for? Who are the RCN actually representing as it definately isnt the nurse at grass roots level! Does the NHS actually want nurses as it isnt going the right way about retaining us!

  • I can't believe nurses themselves are willing to dump on their colleagues from a great height. And the post positively gloating about removal of enhancements while off sick is appalling. I work permanent nights, weekends mainly and yes it for financial and childcare reasons, otherwise I couldnt afford to support my children when their feckless father decided to bugger off. So if I have an accident for example, through possibly no fault of my own, my pay will drop by approximately a third. Thanks for that RCN. I will be switching my union membership over to Unite. I don't remember seeing any documents asking for our opinion on this from the RCN.

  • I am a bit intrigued by the RCN membership being in favour of these changes? I rather think it is the opinion of a few. Our RCN branch meetings are very poorly attended mainly because they are inacccessible and in work time which means that no-one can get there. Is this devisive and I feel that the RCN may be working in the Government pocket.

  • And what exactly is the gain for agreeing to these proposals. Is there a guarantee on jobs and/or more money for professional development. The RCN at least should explain themselves.

  • typical RCN BS they are totally out of touch with reality just look what they pay their employees more than a nurse earns. and the RCN closed over Christmas holidays. for their staff can u imagine your hospital closing due to a holiday

  • All of you RCN members who are moaning about it not being advertised anywhere or asked for your opinion - Do you visit the website regularly? Go on the discussion zone? Keep in touch with branches? I know I do as a nurse who's interested in my profession. I don't expect the union to spoon feed me, I actively seek to give my view without waiting to be asked.

    Whilst I may or may not agree with the decision, I was aware that the RCN were doing some work on it.
