Carol Baxter, head of equalities and diversity, NHS Employers
Carol has worked as a midwife, health visitor and health promotion specialist as well as holding senior positions in the NHS, the Department of Health and the higher education sector. She has been a tireless educator and campaigner in the field of diversity in nursing over the last four decades. She has worked as a midwife in both Jamaica and the UK and has used this experience in moving into the academic world.
As professor of nursing at Manchester University, Carol undertook some seminal research into the discrimination and harassment encountered by black and minority ethnic and overseas nurses. This work was published widely and helped to raise these issues at a national level. Working at NHS Employers she has become one of the leading movers and shakers at a national level influencing policy and practice in this field.
