Nurses warn that child volunteer scrutiny will be 'tax' on profession

Nurses have warned that the government’s new Independent Safeguarding Authority - designed to protect children from harm - will be a ‘tax on employment’.

Due to come into effect in October, the ISA will assess every person who wants to work or volunteer to work with vulnerable people in England, Wales and Northern Ireland. All employees will have to pay a one-off registration fee of £64, or £54 in Northern Ireland.

The RCN raised concerns about the introduction of ISA and has raised concerns with other unions representing health and social workers.

Neil Thompson, regional board member for Nottingham, said: ‘This is a tax on employment - and I don’t think it will be a one-off fee for long,’ he warned.

Delegate Kathryn Tolfree made a general point raising concerns about the amount of information the authorities can store about members of the public.

She said: ‘I am worried that this could be used against people who have done nothing wrong. I am worried that police can keep data on you, such as fingerprints, for a decade. It is a move towards a Big Brother state.’

  • I have just found out about this 'tax' this morning. I've spent the day contacting everyone to find out more including the Doh, RCN and my local MP. Should this register go ahead then I will be looking for careers advice as to how my skills can be used elsewhere away from those who need us most. If need be I WILL cease to be a nurse and look in another direction for work instead of paying yet more money to do something I love.
