Could your organisation provide a countywide School Health Service in East Sussex?

East Sussex County Coucil is seeking tendors.

East Sussex County Council is seeking tenders from suitably experienced organisations for the provision of a countywide School Health Service to replace the existing School Nursing Service in supporting children and young people aged between 5 and 19, and their families.

The role of the service is to work directly with children, young people and families to improve health and wellbeing outcomes. The service will work very closely with schools and other services as appropriate to identify and respond to needs.

The School Health Service is a universal service which will lead, deliver and evaluate preventative services and the universal Healthy Child Programme within both school and community settings. The mandated National Child Measurement Programme is included in this.

The School Health Service also intensifies its delivery offer for children and young people who have more complex and longer term needs (universal plus). For children and young people with multiple needs, the School Health Service is instrumental in coordinating services (universal partnership plus).

There are two separate lots within this service. They are:

  • Lot 1(a) and (b) – Core services  and Further Education Health Service (funded by East Sussex County Council Public Health Grant)
  • Lot 2 – Immunisation Team (funding by NHS England - Surrey and Sussex Area Team and therefore co-commissioned)

The indicative annual funding for the total services for Lot 1 (a) and (b) will be between £1.6m and £1.8m. The indicative annual funding for Lot 2 will be between £120k and £135k.

 It is intended that the contract (s) will commence on 1 January 2015 for an initial three year period with two further one-year extension periods at the discretion of the County Council.

Bids will be welcomed covering one or both of these lots. Bids will not be accepted for any lots defined differently, whether smaller or larger.

Award criteria will be based on a combination of both technical and commercial capability and best value. Detailed criteria will be provided within the Invitation to Tender.

Organisations expressing an interest should note that the Transfer of Undertakings (Protection of Employment) Regulations 2006 may apply.
